Movement rule
No claim changes state without a completed activity note: worker, research, action, and ref/pathway are required, and the stamp is permanent. Wrong activity gets VOIDED by an Admin, never deleted.
Client-facing summary
One note, two views: the full note stays on the staff side; the client summary uses the Action segment only. Monthly reporting stays aggregate-only.
